An empty lot at the corner of 18th and Spring streets in Paso Robles will soon be a new public gathering place thanks to a local winemaker. Tobin James bought the lot 2 years ago with plans to turn it into a small park. He says he wanted to give back to a community that has been good him and a park seemed like a way to that.
