Theaters can reopen at 25 percent capacity. Also, places of worship and restaurants can open at 25 percent indoor capacity. And gyms, and personal care services like nail salons and tattoo shops can now open with modifications. Health officials are cautiously optimistic, reminding everyone that a spike in COVID-19 cases could put the county back into the most restrictive tier.
